iOS12 glitch

Since updating to iOS12 the search bar in settings hides and covers the first tab preventing it from opening. How do I remove the search bar?

Search bar missing after upgrade to 13.1 iPad Pro 9.7 upgraded to IpadOS. When swiping down from Home Screen, then swiping right, search bar should appear. Now it does not appear.

force restart the device to see if that helps.
