accessing the help page from support.apple.com clicking on help (for phone chat), displays this message
403 Forbidden
It appears that it was fixed. I was just able to access it on a Windows 7 computer using Chrome. But then, like ChitlinsCC asked, we need to know exactly how the OP drilled down to chat to be able to try and duplicate the issue.
Are you on Windows 7? I thought this was fixed however.

Please tell us your entire "triage" steps from the beginning
I picked Mac > Notebooks > Topic not listed > Other topics > blah > Chat
This asked me for a serial number, which I do not choose to dig up
Are you getting the error when you go farther AND try to choose "Help"?
What "help" do you require about "Chat"?
is getsupport.apple.com/ broken?
