Mac mail forward rule fails

It worked once but don't know what I did in that case. Now consistent failure. More then one of us has this problem. The mailer does a number on the email address. I put in joeblow@comcast.net then the program puts in "chuck joeblow@comcast.net" in the rule. Also it takes a long time spinning the ball. What the **** is is doing in all that time. I know the actions are being done because I also set the flag on the messages being processed.

A manual forward, not using rules, is done in a flash. I forward from one of my email addresses to another that I have.

Will it add correctly/work in the Safe Mode?

Safe Mode - About

Safe Mode Startup – El Capitan. also Sierra

If it works in the Safe Mode, try running this program when booted normally and then copy and paste the output in a reply. The program was created by Etresoft, a frequent contributor. Please use copy and paste as screen shots can be hard to read. Click “Share Report” button in the toolbar, select “Copy to Clipboard” and then paste into a reply. This will show what is running on your computer. No personal information is shown.
