how do I reset home screen, my camera app is missing and I can't turn off restrictions

Resetting the home screen won't make any difference if you've set Restrictions on the phone. You will either need to remember the Restrictions code, restore to a backup taken when the code wasn't on the phone, or reset the phone back to factory default.s
