FMI Activation lock

My Carrier (Verizon) is saying i need to contact apple to release an FMI Activation lock on an iPhone 8 before i can upgrade it to a Xs Max? What does that mean and who can help me?

iPhone 8, iOS 11.4.1

Find My iPhone Activation Lock - http://support.apple.com/kb/HT201365 - This is a security feature, presumably in part to deter re-selling of stolen devices.


Turn off Find My iPhone Activation Lock (formerly: Activation Lock: Removing a device from a previous owner’s account) - https://support.apple.com/HT201441 - An activation lock can only be removed using the log-in information for the account that applied the lock.
