Cannot delete cookies

I have been successful in the past, but now, as I follow the instructions and choose the privacy tab under system preferences, I only get a screen with 7 services listed: location services, contacts, calendars, reminders, photos, facebook, accessibility and analytics, not the promised screen. I am running High Sierra 10.13.6. Is this a software change?
