A friend gave me an iPhone 4 and it says that it's disabled and need to connect to iTunes and can make an emergency call only. She doesn't remember her passcode why it was disabled, anything because she hasn't used it in a while. She gave this to my daughter as a starter phone so how do I get in to unlock it when I have never had an iTunes, iCloud account I mean nothing! What do I need to do to get this working
This is how to get the device past being disabled. If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support You will need the latest version of iTunes downloaded to your computer, and will eventually need an Apple ID to activate the device.
However, your friend is going to have to remember her Apple ID and password that was used to activate the phone if Find My iPhone was turned on, or it will be Activation Locked. And she is the only one that can fix that. You cannot even get Apple to assist you. She could if she has the original purchase receipt.

I have heard that you need to either take it to an Apple Store to have them reset it or download a version of an older iTunes that is compatible with the iPhone 4. Sorry if this doesn’t help and good luck!
