Moving apps on my ipad

The other day all my apps on my iPad were removed from their folders all by themselves. I am not able to move them or create new folders. The apps won’t jiggle when I touch them? Any help would be appreciated. Thanks, Diane

You are pressing and holding an app, or only briefly touching one ?
