My Mac Pro 3,1 runs El Capitan. It cannot run High Sierra. I would like to purchase a compatible version of Final Cut Pro to use now. Eventually, when Apple releases a new Mac Pro (not the 2013 model), I would upgrade to the latest version of Final Cut Pro.

Not directly. You need to find a friend or someone with a Mac you can use that has HS or Mojave. Log into the App Store with your Apple ID and purchase the application. Download and delete it from their machine. On your Mac Pro go to the App Store Purchased page and you’ll be able to install the application. It’ll give you the version appropriate for your OS.

Sorry I couldn't get back sooner. I don't have access to a machine that can run El Capitan. I was able to try it on a Sierra drive. After logging into the App Store, I went to install from the Purchased page and was told I would be given the version compatible with the OS, which was 10.4, the last version that ran on macOS 10.12.6.
