Blank CDs Not Showing on Desktop
This is happening since updating to Mojave. Is there some setting I'm missing? I do see the disk when I open Disk Utility.

Gotcha. So allow me to summarize our discussion:
- There is a bug in Mac OS Mojave that a blank disc does not show up on the desktop for burning
- A work-around is to create a burn folder in Finder by clicking on File > New Burn Folder
- Your burner must be plugged in and powered up for the New Burn Folder option to be visible in the Finder File menu.

me too.. I thought my discs had gone bad and threw them out and bought some new ones. Turns out.. they work everywhere except Mojave.

This will sound like blasphemy, but the work-around is only viable with a Mac optical drive.

If I remember correctly when I inserted a blank CD I used to be given a choice to mount with the Finder OR access it with iTunes, but not both- which makes sense. You are saying you access in iTunes, which may be wrong but is an important information for troubleshooting.
Exactly what happens here. The blank CD icon does not appear on the desktop, but I can record to it in iTunes. I could not drop files onto it since I can't see it!
This is happening to me as well. Hope Apple has a fix soon! Frustrating...
