My typing keys are out of order on my iPhone X and when I changed over to my iPhone max keys are out of order on it the same way

These keyboards are generated by the operating system, not hard-wired into the phone somehow. There are a gazillion different possible keyboards to choose from, depending on your language and region and other individual preferences.

Look in Settings > General > Keyboard to see what your current setting is, and tap "Add New Keyboard" to choose alternatives.

When q and a are out of order, it indicates you are using an azerty layout (french) instead of a qwerty layout (english), or vice versa. You fix this in the settings as Richard Grant said.
