Not likely to have success. Apple instituted this feature after scads of users whined that they forgot that DND was turned on and the didn't receive I'm;portant phone calls. Even if it's made optional, I can guarantee you that there will be more complaints because users turned it of and still forgot that DND was on.
For me, I wouldn't have it any other way.
If you don't like the message, ignore it.
Swipe to the left and it will go away. Not permanently, but for quite a while and will not come back. There is no setting to turn it off permanently.

To get rid of the Do Not Disturb notification on the lock screen, tap and hold the notification and slightly slide up. Then you can choose to permanently remove it.

The only thing that does is turn the Do Not Disturb feature off. It does not turn the notification off.
I have do not disturb on all the time to get rid of solicitors. I allow contacts and in each contact that I want messages to come thru I add emergency bypass. That way all phone calls and messages still announce. What I don't like with ios 12 is I constantly get the do not disturb is on notification. How do I get rid of it.
Why should capable users have to put up with an annoying new message? Why not let those who can't remember how to use Settings just continue to whine? "It doesn't bother me" is not a valid response: it bothers ME!

Yes, simply "erase" the notification!
On the locked screen of the phone, swipe down from the top of the screen.
Find the "Do not Disturb" notification, swipe it left, just a bit.
Press "Erase".
Done!
Until you switch the "Do not disturb" mode off and on again.

This is a user-to-user forum. No one here cares what you think about the message, and no one here can do anything about it. You can go to https://apple.com/feedback and let Apple know your opinion. I used the feedback site to tell Apple what a great idea it was to add this feature. I did that after I missed 6 critically important phone calls because I forgot DND was enabled.
Not sure if this has been answered or not yet. From the lock screen touch on the notification and hold (as if you were going to copy the text) and a button appears with the option to turn the message off. Cheers.

Then tell Apple. Telling us accomplishes absolutely nothing. Apple is not here.

You're right, of course, but one can always try! Personally, it doesn't bother me at all, I just swipe it away the first time I see it after 11pm, when my DND and Bedtime come on. And I've also read about people whining they forgot DND was ON, etc. With the countless millions of people using iOS 12 you can´t possibly please everyone...! Regards, Ian.

If Apple really wants to cater to those who forget they've turned on DND, they cold find a way to turn off the message after it's appeared once. Surely a person who has accidentally turned it on will turn it off after seeing the message? Those who see the message once and who still leave DND turned on, like me, obviously WANT it turned on. I personally can't imagine wanting to keep my iPhone if I couldn't block telemarketing and other anonymous calls. Keeping DND on for all but numbers in my Contact list is the only way I am able to work without the phone ringing every 3 minutes.
