you can't open the application because it may be damaged or incomplete high sierra

I need help! I can't open any application on my computer its so annoying I have followed instructions of some people here and it didn't work I tried this it didn't workUser uploaded file

this is what I get instead

I have reinstalled the os it still didn't do anything did disk check and run first aid same thing. please help anybody. thanks in advance.

Welcome to Apple Support Communities.

If I'm understanding correctly, you are unable to open applications on your Mac. I will be glad to assist.

Let's try to open an app while in safe mode and in a test user account. Here's how:

Use safe mode to isolate issues with your Mac
How to test an issue in another user account on your Mac​
If these steps don't resolve the issue, were there any recent changes made to your Mac. Did you change permissions of any items in your home folder?

Well i was using my second admin account and it looked like the second admin account is about to be corrupted too since i did the new OS update i thought it would fix it but it didn't... i have a temporary fix on it cause i can use some of the apps now some are still not working.

Steps i followed to temporary fix it


Go > Go to > /var/folders > they was zz folder and hr I4 and 5t, i was suppose to delete all that folder except zz, but i couldn't so clicked on hr, I4 and 5t folders until i get to the O, C, and T folders I'm suppose to clear them but it wont let me it says i don't have permission to do that. So i just select all the folders and deleted what i could, then empty the recycle bin and restart the computer and it worked. Still having 3 apps i cant open, which includes Microsoft outlook, believe I'm still having this problem because i wasn't able to delete all the file like i should have.. thanks for the reply.
