I have this same problem for years.
Each time I connect one of my iPads to one of my Macs. I get this same message...
This the first time I see somebody asking the same thing. I was thinking I would be the only one with this problem because I did threw away this iPad network interface a long time ago and thought I could get it back easily. But in the menu there is no item with which I can recover this setting nor is it offered after the message 'The network interface iPad USB is not configured' (translated from Dutch, I don't see the English version) with the possibility to go to the network settings to correct it. This former iPad USB interface is not there or (magically) restored because of the message and there is no simple or obvious way to restore it. (By the way, I saw once also an usb interface for my iPhone, it's missing now, maybe they are 'dynamic' but not always available)
I have seen in the menu, underneath the list with network interfaces, that one can import / export a 'configuration'.
Maybe it's a solution to solve our problem with the USB interface.
BTW Once I connected a 3D-printer to my Mac. At that moment a similar USB network interface was created which is still there.
To me this is just one of the 'Quirks' which probably never will be addressed by the maintainers of the MacOS....
Please Carolyn, if you have a solid solution for this annoyance, I would appreciate it.
