Screenshot Editing Tools not Available

I can't access the highlighter tool in Mojave Screenshots. Tried right-clicking in right hand corner, double-clicking, saving then clicking, clicking on the doc, and the only tool available is the draw tool... I want to highlight text in a screenshot, something Snagit goes without hours wasted on trying to use a simple tool.


Read edit tools won't work is screenshot is save in Clipboard. I have the default saved to Preview. I just want to highlight the text...

No. To highlight text in a screenshot is NOT a simple operation.

You can highlight text in a pdf file, if the pdf contains text, but not if it contains a photo of the text. Anot certainly not in a jpeg file, for example. They may look the same to you but having the text saved inside the document is completely different from having colored pixels that you, a human, can read as text.
