I heard that some were able to solve this by deleting their time machine snapshots but not me. When I run the tmutil no snapshots are displayed.

We may need to bypass BC Assistant. Mojave is too buggy in this area.
Do you have access to a Windows PC? If yes, create a USB2 Flash drive installer from Download Windows 10 Disc Image (ISO File). Manually partition the disk and create a FAT32 partition of the size you want Windows to be. You will need to convert it to Free Space. Boot from the USB and select the partition you just created as the destination.
I'm really low on space so I don't have an option more than 35gb. I only plan to install one or two programs on it anyhow.
Run
diskutil eraseVolume free free disk0s5
You will no longer see it in diskutil list, but you will see only the missing space. Be aware that 35GB is too small for Windows. I recommend at least a 100GB.
