iTunes hangs on start

I am currently unable to open iTunes 12.8 on my Mac. If I launch the application, the iTunes icon appears in the dock as if the application is open, but no application window appears. If I then go to Force Quit Applications, it shows "iTunes (not responding)".

I have tried a Safe Mode boot, but that didn't solve the problem.

Any ideas? Thanks

iMac, macOS High Sierra (10.13.6)

See Empty/corrupt iTunes library after upgrade/crash for a way to step back to a previous good version of your library database. You might want to try actively creating a new empty library just to confirm that iTunes will work, and then try selecting the library you think it should be using.
