unexpected photo library state file radar on iphone

I noticed my photos were not uploading to my iPhone (X, iOS 12) that I took on my iPad (iOS 12). I went through all the troubleshooting making sure all the buttons were toggled on etc. Last attempt was to wipe and restore. After I restored my phone, I received this error message, “unexpected photo library state, file radar?” I clicked file radar and nothing happened.

additinal info:

my Mac (high Sierra) iPhoto library receives all photos from both my iphone and iPad. My iPhone seems to be the problem.

This happened to me too on my: iPhone 7, iPad Air, iMac (mid 2013) and Apple TV - All updated to the latest ios. It all happened when I "wiped + restored" my iPhone. After many restarts on all devices for a few days, it seemed to correct itself.

But...

There's still an issue that has been on my iMac / Photos ever since High Sierra. Photos synced fine, except it always showed that it was still "Uploading 3 Items".

Now, it's showing up on my iPhone / Photos too:

Anyone else dealing with this issue of Photos showing "Uploading..." continuously?

I woke up to this message on my iPhone. I didn't restore or wipe anything. It just showed up without warning. I don't even know what "File a Radar" means. I'm afraid to click anything in case it's a virus but I can't get into my phone so I'm going to have to. Here goes.... OK, nothing happened. Things look OK. I hope Apple addresses the issue soon.

Hi,

The same error message on my iPhone just showed up today as well.

This must have been caused by me doing a sign out and then sign back in into iCloud. I performed this operation as a troubleshooting step to resolve the synchronisation issue with my iCloud Photo Library. Ever since I bought my nw iPhone with iOS 12 I noticed synchronisation issues with my iCloud Photo Library. Photos that I took with my iPhone did not get added to my MacBook (which is using iCloud Photo Library on Macos Mojave as well). Previously, when I was running on iOS 11 and Mac OS HighSierra, everything was working fine. It seems that definitely something is off, as the photos that I delete on My MacBook do not seem to get deleted on the iPhone either.

It was pretty weird but when it came up for me I paused, and then checked these forums that you're reading right now and after about a minute of inactivity on my iPhone 7 where it gave me the message, it just dissapeared. So I honestly wouldn't worry too much about it, just let it time-out.
