I was resetting my IPhone to retrieve some data I had accidentally deleted. When trying to activate using a family member's phone, it comes up with "Approve this IPhone" and nothing shows up on the other phone. I've tried everything the internet has told me and nothing's working. Anyone have any suggestions?

This is the problem. You must use one of your trusted devices to approve the iPhone.
