It won't let me "approve this iphone"...

I was resetting my IPhone to retrieve some data I had accidentally deleted. When trying to activate using a family member's phone, it comes up with "Approve this IPhone" and nothing shows up on the other phone. I've tried everything the internet has told me and nothing's working. Anyone have any suggestions?

Presumably you are using two-factor authentication to approve your newly reset iPhone. In that case ...
