After updating my phone app keeps freezing and crashing. My voicemail no longer works. I tried restarting, contacting apple support and AT&T support. When I say phone app I mean the app where you make calls and retrieve voicemail.

No problems at all. Did you restore your device from a backup of an old phone? User troubleshooting steps include restart, reset, restore to backup, restore to factory and set up as new. Test after each step. If you still have problems after that, then make a Genius Bar appointment at the nearest Apple Store to have the device examined by Apple.

And what did Apple and AT&T support have you do to troubleshoot the issue?
Is anyone have issues after updating to 12?
