I have installed the macOS Mojave on both my iMac and MacBook Pro, and still the iBooks will not sync my books and PDFs from iPad and iPhone and vice versa to my iMac. What am I doing wrong??

Check in iPhone Settings>iCloud and see if iBooks is switched on
Have you tried to sign out and sign in again on iMac iBooks ? I don't have Mojave but on High Sierra, it is under the Store menu. Store>Signout
Same problem, downgrade to High Sierra and everything solved. iBooks is much better than Books. This time Apple failed with Mojave.

Great suggestion, but in my case (unfortunately) signing out and back into MacOS Books didn't work :-(
