I see in the iPhone User Guide iOS 12 that it shows the iPhone SE is indeed supported.

Is it possible that you turned Reduced Motion ON?

if so, turn it off.

General>Accessibility> Reduce Motion>Disable Reduce Motion. (the button should be all white now, no green showing).

Restart your phone. Then check if Comic book came back.

Can you get me a screenshot of the filters effects that ARE showing for you in iMessage? Did you also have Ink, Watercolor?

I just contacted Apple about this since I can't seem to access the feature on my 6S, and they informed me that "high-end" filters such as Comic Book, Watercolor Ink, Comic Mono, and Watercolor Mono only work on iPhone 7 and up.

In the iOS 12 User Guide*, it states that models which support camera effects (but not necessarily the high-end camera effects) include iPhone SE, 6s, 6s Plus, 7, 7 Plus, 8, 8 Plus, X, Xs, and Xs Max.

I just realized something: The user guide for iOS 12 is NOT incorrect, per se:

Because all of the iPhones listed support "camera effects" - it is indeed correct.

However, all the phones listed do not support all of the camera effects.

Thank you for your reply. Reduce Motion was off. (Tried turning it off and on, with restarts, no luck). No Watercolor, Ink, or Animojis. Regarding the filters, I have the ten camera filters from original to noir. Also Text, and Shapes. And: slam, loud, gentle, and invisible ink. And all nine Screen type filters. I know others who had Comic Book, and then it was gone. Thanks again.
