How can i clear the balance $0.01

Contact iTunes - Official Apple Support and ask them to clear your remaining balance for you. See also Change your Apple ID country or region - Apple Support. Note you should only try to use the store of a country where you are normally resident.

Buy an item more expensive than your balance and use a credit card to pay the excess amount; if you can't do this, ask the iTunes Store staff to zero it.
