Why can’t I download more music from Apple Music?

so I got 3 months of Apple Music and I was able to save a good numb of songs to my phone but after awhile it stops letting me download songs, I can add them to my lib but not download them, it doesn’t give me a error it just starts doing the spinning circle then goes back to the cloud symbol with the arrow pointing down, please if anyone knows how to fix this I would be greatly appreciative. 1 is what it goes to once I tap the cloud and 2 is what it goes back to after spinning for a minute User uploaded file

I suggest to force the Music app to close, restart your iPhone, and then test the behavior. You can see those steps from the following guides: How to force an app to close on your iPhone, iPad, or iPod touch & Restart your iPhone, iPad, or iPod touch

The following guide provides troubleshooting information for when music isn't able to be downloaded from Apple Music: Get help with iCloud Music Library

Specifically, the following section suggests checking your internet connection, and try downloading music while your iPhone is connected with a different network:

If you can't download, play, or access songs

First check iTunes to see if the song is ineligible for upload. Additionally, if you added the song to your library from the Apple Music catalog, it might no longer be available on Apple Music.

Check your Internet connection

Open Safari on your iPhone, iPad, iPod touch, or Mac, or a web browser on your PC, and go to any website to make sure you have a strong Wi-Fi or Internet connection.

If you can't connect to a Wi-Fi network on your iOS device, you can try using cellular data:

  1. Go to Settings > App and iTunes Stores.
  2. Turn on Use Cellular Data.

You might have to pay a fee to download over a cellular network. Contact your wireless carrier for details, and learn about cellular data settings and usage.

Thanks for following up with the additional information. Since the behavior continues to persist, I suggest to sign out of Apple Music, sign back in, and then test the behavior. Keep in mind, signing out of Apple Music will remove music which has been downloaded for offline listening. To sign out of Apple Music: tap Settings > iTunes & App Store, then tap your Apple ID and select Sign Out.
