The above response appears to answer this question, yet when I go into the Editor, I can't find the option to insure I am in "Live" mode, as described. I'm on Photos 3 in High Sierra - what am I missing?

That is the problem. My Photo Stream cannot transfer videos, so it only transfers the still frame of the Live Photos and they arrive as stiff frames, no longer live, because the video clip is missing.
Download the Live Photos by connecting the iPhone to a USB port, if you still have them on the iPhone.

Do you have any edits applied to the Live Photo? Like color adjustments, or cropping? Then you may need to click "Revert to Original", before you can change the Live effects.
And the Live button with the three rings needs to be yellow.
I'm all set. Once I downloaded directly to the Mac via USB cable I was able to edit as you describe.

Does the Photo show "Live" or "Loop" in the upper left corner, when you click it to view it enlarged?

You may need to delete the still frames of the photos you transferred by my Photo Stream, before you import the live photos again. Otherwise Photos may not be able to import the still frame and the video clip paired as a live photo, if it sees the still frame as a duplicate already in the library.
