Getting this problem when trying to open a few apps and also cant open my User and group pane

Evening Allan, When trying to open Safari im getting "macOS needs to repair your library to run apps as seen on the screen shot. When i enter my name and password the dialog box shakes . Im also having a problem getting into my "User and Groups" as seen on the screenshot. Im currently running "Mojave version 10.14 on a Macbook Pro 2016"

it did not solve the issues, i couldn't run first aid in recovery mode as macintosh hd needed to be mounted but once mounted it wouldn't

run the first aid. When mac started normal i went into disk utilities and ran the first aid and the results are in the screen shots, ran several times but the result was still the same.
Boot into Recovery (Command R) and from the dropdown menu: Utilities> Disk Utility> run the First Aid on your Macintosh HD. If errors are found and repaired, run again until no errors reported.

Try a SafeBoot https://support.apple.com/en-us/HT201262
Takes noticeable longer to get to the login screen , does a 5 minute disk repair before it loads, and as certain system caches, dynamic loader cache etc get cleared and
rebuilt. This test will tell you if third party interference; extensions etc are not loaded in safe boot mode.
Test issue in another user account https://support.apple.com/en-us/HT204443
This will tell you if it a universal issue or isolated to your user/admin account.

Tried Safeboot and it started no problem and everything that wasnt working, was working normally again. Restarted my macbook and straight back to all the old problems, as you said in your post , 3rd party extensions could be an issue where/ how do i start the process of elimination ?

Would you Adam and Eve it , it wouldnt let me uninstall in normal mode so had to safeboot, uninstalled it and restarted and hey presto everything is working again. thank you very much Leroy for taking the time to reply with suggestions. i have but 1 more question 😉 seeing as bullguard is no more for me, can you suggest a better antivirus for my macbook?
Cheers Allan , all done and it now seems to be working ok, hopefully apple will patch the start procedure so the loading bar goes to 75% then black screen then apple logo and loading bar for the rest of the start up . Thanks for your help.
