As VikingOSX stated, it doesn't show on the Startup Manager (Option Key). With the advent of CoreStorage, the Recovery partition doesn't appear on the Startup Manager screen. Same for APFS.
You can use diskutil to view the four Volumes in the Container.
diskutil ap list
I think it will list the Startup Container first. You should see Macintosh HD, Preboot, Recovery, and VM listed.

⌘-R at boot shows it.
Holding Option key on startup does not show it anymore (which is where I was expecting to see it)

I just booted into Recovery with my 2014 MacBook Air running Mojave 10.14 by pressing ⌘-R at boot. There is no Recovery drive icon when using the option key at first boot though.
