It sounds like there was some time during which an Apple ID was shared. That would cause an issue such as the one you are describing.

You say "Each phone has an individual sign in". I assume that means that each individual currently has her/his own unique Apple ID. This is required - if that's not what it means, you need to do this immediately.

Any iOS device that had been previously used with some other Apple ID (especially a shared one) needs to be thoroughly cleansed as follows:

Again, I'm thinking each person has their own Apple ID currently, but did not at some point in the past. Those that changed need to go through the above cleansing.
