No service on iPhone 7

When I updated to iOS 12, I understand that cellular data not working. Even I take my SIM from phone, iPhone tells "No Service". Next day the iPhone told "An update is required to use mobile data on this iPhone". I thought OK and was wait. But, when I update my iPhone to iOS 12.0.1, it doesnt work again.

So today I made a factory reset. And my iPhone can't activate. iPhone write "Unable to activate. An update is required to activate your iPhone".AND I LIVE IN KAZAKHSTAN, WHERE APPLE SUPPORT DOESN'T WORK. CAN ANYBODY HELP?. Some guys said, that Apple helps, but how can i get it?
