I was billed twice for 9.99...why when I only have one account? Please help

Looked into my bank account and notice 2 separate charges from iTunes for 9.99 can I get that refunded back?

iPhone 7, iOS 11.0.2

Does it show twice on your iTunes account's purchase history or could one of them just be a temporary authorisation hold ? If it does show twice contact iTunes Support : http://reportaproblem.apple.com or http://www.apple.com/support/itunes/ww
