Text message forwarding not working on iPad

I just replaced my iPhone X with an XS max, and text messages no longer forward to my iPad Pro. I have handoff on on both devices, I’m signed into iCloud on both devices, and I use messages in the cloud. Both devices are running iOS 12.01. I didn’t have this problem before I got the new phone.

Turning off handoff on my phone, restarting, and then turning handoff back on seems to have solved the problem.
