Why can’t I download an app without a credit card ?
Why if I don’t have a credit card, can I still download an app or do I have to have get an credit card for me to be able to download any app.

How did you create the account ? If you used these instructions you shouldn't be prompted to enter a payment method (though it might be possible that you will still be prompted if iTunes wants to confirm that you have a valid billing address in the country) : Create an iTunes Store, App Store, or iBooks Store account without a credit card or other payment method - Apple Support
