How to completely disable control center?

I work with an elderly user for whom control center is terribly confusing and distracting. Is there a way to completely disable control center so that it never appears on a swipe?

When I see her, she has usually accidentally turned off sound, and accidentally turned on Airplane mode, and can't send or receive messages any more.

She doesn't understand why control center keeps appearing, or what it means. It would be far better for her if it was disabled.

Failing the ability to disable control center, is there some way to restrict the ability to access Airplane mode, turn off WiFi and turn off sound from the control center?
