Reset password failed

My correct MacBook Air password isn’t workin. I did command R and forgot password and keep getting “error communicating with icloud” message. The Apple on top menu bar only displays start up disk, restart and shut down.

Trying to log into my MacBook Air. It will not give me the option to reset or restart to make a new password. Usually there is a ? That pops up after password failure. Nothing is coming up. I’ve restarted my computer over and over. Nothing.
