Read receipts not working

So I had my read receipts on with a specific person and they were working just fine then out of nowhere they stopped getting the notification that I read their messages even though it was still turned on. I have reset my phone, restarted it, toggled it on and off but nothing seems to be working. It works for everyone else except that person, how do I fix it?

iPhone 8 Plus, iOS 12.0.1

So what finally worked for me is turning off read receipts, Sign out of iMessage (actually signing out your Apple ID), resetting the network settings, reboot, turn on iMessage (sign in again) and turn on read receipts.

I have done this several times and it hasn't helped. From what I have been reading here, it seems to be people in families that are having the issue... like myself and my husband but it works for everyone else. not sure what the connection is. we did just recently switch carriers but it was working after we switched just fine then stopped one day... funny though it works with my same Apple ID on my laptop and iPad, same for him... just not our phones

Just to clarify, the "Read" receipt is for you to know if that person has read your message. Nothing will show on your phone that you read their message. So, are you seeing delivered on your phone? If you expect to see "Read" then it's possible that person turned off their read receipts. Please let us know if you're expecting something different.
