iCloud fully backed up but certain things aren't showing

I got the new iPhone and at the time my older iPhone, a 6+, wasn't fully backed up. After activating my new device, I fully backed up my 6+, this backup took a long time as my phone hadn't been backed up recently. After going onto the iCloud library, I realized all of my photos hadn't been backed up. I did another backup just to be sure, but around 4 months of photos aren't backing up or showing on my iCloud library or my new device. Is there any reason for this or any way I can manually add these photos to my iCloud photo library?

If you exceed your iCloud storage limit, photos and videos won't upload to iCloud and your library won’t stay up to date across your devices. To continue using iCloud Photos, upgrade your storage plan or reduce the amount of storage that you're using.

Reduce the storage for iCloud Photos by deleting photos and videos that you don't want to keep from your iOS devices or on iCloud.com. Your device will immediately remove any photos and videos that you delete and they won't be available for recovery in your Recently Deleted album.

If you're out of storage, your devices won't back up to iCloud, and new photos, videos, documents, and your information won't stay up to date.

If you go to iCloud.com/Photos using a computer browser, do the photos show there? Do you see a Recently Deleted album?

The photos do not show on iCloud.com/photos. I do see a recently deleted album. I've even tried re-backing up the device multiple times and the photos still do not show up on my iCloud.
