Is there an Apple Watch app that I can set an alarm based only on UTC time and ALWAYS use that time zone for the alarm, regardless of what time zone I am in or what the "home time" of the Apple watch is in. I also want it to have a haptic alarm only option, and ignore Do Not Disturb.
No, that's not the way the Watch works. It will always get its time from the phone and the alarms will be based on that.
I don't want to turn off time zone on the phone, because I want the phone to adapt to whatever time zone I am in. Alarms seem to be tied to the "local time zone" that the phone has sensed. I need an alarm that does not do that.

When I set an alarm inside the "Clock" app, the alarm is tied to the time of the iPhone, not UTC. I want an Apple Watch app that will always alarm based on UTC, regardless of the time zone the watch or phone is in.
You can set your phone to ignore time zones by going to settings>privacy>location services>system services and turning off time zone. If your watch is paired then it should act accordingly.
