Apple Intelligence is now available on iPhone, iPad, and Mac!
I have an opportunity to purchase an apple watch 3 for $25. Is it possible to use it as a regular watch without having an iPhone to set it up with? It would be for a child who does not have a smartphone but would love the watch/pedometer aspect. She does have an old iPhone 6 that is not an active phone but connects to wifi and is used for pictures/music.

You do need an iPhone to set up the Watch. But if she has an iPhone 6 with at least Wi-Fi access and an iCloud account, that should suffice -- cellular service on the phone is not required, just internet access to assist with the setup (and for future software updates for the Watch). However, the iPhone 6 may need its iOS (software) updated, if it is still on iOS 9 or 10 then it may not support the Watch 3. Both devices will work with the latest iOS and Watch OS releases.
Once set up, the Watch can record her movement activity without the use of the iPhone, but they should periodically "talk to each other" over Wi-Fi to sync up the data.
