I just downloaded macOS Mojave and when I tried the Shift-Cmd-5 shortcut for the screenshot menu, it did not work. It simply gives the "doink" sound that occurs whenever you are not allowed to press a certain key.
I have a 2016 MacBook Pro with touch bar, space gray, max specs.
I have already tried restoring default keyboard shortcuts and restarting the computer multiple times.

You need to change whatever particular screenshot you want to the Shift-Command-5 keystroke or hit the Default button and reset them.
Here's what my shortcuts look like. I changed the selected area shortcut but the others are default:

I am thinking you downloaded the installer but it either didn’t run or somehow failed to complete .
Boot into Safe Mode, Mac OS X: Starting up in Safe Mode, and try from there. Reboot normally and try again.
Shift-Cmd-3/4 works fine for me
This isn't working... The screen only flashed white in safe mode and when I booted back up in normal mode it did the same thing as before.
Have you verified the shortcuts in the System/Keyboard/Shortcuts preference pane?

Somehow your preference pane is corrupt. It should look like OT's screen.
Try logging into a different user account and test.
