MacBook Air will not open iTunes

iTunes will not open on my Mac but says program is open (little dot under icon) and it will not let me force quit. Mac will not let me turn off mac as iTunes is still "open" and unable to force quit.

MacBook Air, macOS Sierra (10.12.6)

Force the MacBook to shut down with its power button. If the issue persists repeat and reinstall iTunes.
