If you're having an issue where an application is removing more money than you expected or if the application isn't working as expected you could check to see if Apple would be able to issue a refund. I'm unsure of what you mean by the application is a "pirated program" as applications from the App Store are certainly not pirated and are actually reviewed before allowing to be submitted.
