How to fix billing info problem?

alright so or about 3 weeks now I havnt been able to download any more apps due to billing problem. Now I’ve checked with my bank and nothings wrong with my card. I think I’ve pretty much tried everything. switching to PayPal tried to re submit my info I’ve tried just taking a pic of my card I’ve waited for the recent iOS updates all of it. Can anybody help me with this?
