Will music added via iTunes be in iCloud Music Library?

I have around ten gigabytes of music and most of it is added via iTunes. The PC I used to add music onto my iPhone is very under-powered and cheap, so I had to delete most of my music from it to save space. I'm going to upgrade to the iPhone XR soon and will restore the device from iCloud Backup, so will the music I added from iTunes be available to listen to on my new phone or only music from Apple Music and/or the iTunes Store?
