Every day I get calls from "No Caller ID," and when I answer, it is just someone that I told to stop calling me and does not even stop. I blocked the number and it calls in other phone numbers every time.
The person spam calling me is someone I broke up with, and he is now inventing fake names to say when I answer.
I have done a restraining order against him, but he will not stop.

If you have a restraining order then report the violations and handle through the courts.
Check out DND (Do Not Disturb).
Even without someone personally harassing me, with the rapidly increasing number of spam calls I never answer a no caller id call (which seem to have gotten very rare with the current ease of spoofing a phone number with a caller id) and also usually let calls that are not from one of my Contacts go to voicemail.
In other words, quit answering.
It spams my entire phone, every decline or no answer, the person calls again. When something is important, I can't do anything.
I'm definitely not an expert but isn't this a violation of the restraining order?
