Outlook setup for iCloud hangs on last item

When trying to download items from iCloud for Outlook setup, the setup hangs on the last item (see below).

I have seen this problem reported multiple times, but no definitive answer. Some people say something about "an item may be corrupted." If that's the case, how do you fix it? If not, what's the problem?
