Can iPhone XR purchased in US be used in China

I want to buy an iPhone XR on apple US website, but there is no sim-free version right now, so I selected a carrier version with one-time payment. It is shown as "Unlocked iPhone with sim card". Does this mean the iPhone can be activated with any carrier such like China Mobile and I can use it in China?
