Help Urgent! New Iphone didn't download all photos from ICloud and now it says it's "uploading."

Hi all,

I'll try and keep it succinct:

Bought new XR today

Restored from ICloud and enabled ICloud Photos

About 1600 of my 2300 photos downloaded and the process appeared to have stopped.

This isn't just an incorrect photo count, photos are actually missing

Missing photos are all older iphone photos (from a few phones ago) perhaps coincidentally?

I rebooted phone.

Iphone now says uploading 1600 photos to ICloud.

I paused the upload because I'm terrified it will overwrite my current 2300 photo library with it's 1600 photo version.

Thanks for using Apple Support Communities. It sounds like you’re having trouble with iCloud Photo Library. I’m happy to provide some steps that may help.

To start, I suggest checking to see if the missing photos are visible at theiCloud website. You’ll want to login from a browser on a computer.

If they are, you may want to disable and then re-enable iCloud Photo Library while making sure you’re connected to Wi-Fi. You can find instructions here:
