How to “download and keep originals” photo from one iPhone to another through iCloud?

Hello, don’t know if anyone have a solution to this, my iCloud is showing 2.2gb of photos about 1515 photos and I deleted 309, still in the delete file section for a month before they delete automatically. I’m total my free iCloud is used 4.2gb of 5 gb (half photos half back up mostly). These photos are from my older iPhone 6, I am trying to download and keep on my iPhone 8 Plus now. But only 48 pics really downloaded. Like 1800 pics didn’t (I am guessing the deleted pics the phone reads it too)- I found this out when I tried turning off iCloud photo, it said 1800 photos didn’t download. Any ideas why? What should I try?

Try going to iCloud.com using a computer to see if the items are there and which device they are from. That should show which device isn't syncing. On the device, go to Settings/Your Name/iCloud and disable syncing. After a couple of minutes, turn syncing on. As a last resort, you can also try signing out of iCloud and then sign in again.
