Photos iCloud Library stuck on "Upload Paused" "Not Connected to the Internet"

Turned on iCloud Photo Library, worked great from my iPhone and my wife's iPhone. From Photos it has been very slow going. For the last few days it has been stuck on the following message displayed when I scroll down to the bottom of the screen under Photos.:

99,813 Photos, 3,018 Videos

Upload Paused for 76,203 Items

Not Connected to the Internet

In addition the last photos I see are dated Sept 16 while on my iPhone I have photos taken through today.

I looked at Preferences to try to turn off iCloud Photo Library and turn it back on but it gives me this warning message:

Your iCloud Photo Library is currently updating.

If you turn off iCloud Photo Library, photos and videos that have not been fully downloaded will be removed from this Mac. These items will still be available on other devices using iCloud.

To ensure all items are on this device, allow the update to finish before turning this off.
