vnc, apple remote desktop control not working

Since upgrading to Mojave I am unable to remotely control my computer using either VNC or Apple Remote Desktop. I have been using these tools with the same network setup for years in prior OS versions. I can connect, but only (apparently) in observe mode-- I have no mouse control, clicks do nothing etc. I have tried turning the sharing settings Off and On on the host, I have tried enabling only VNC or ony enabling remote managment, but nothing works.

In searches I have found some reports of the need to specifically enable screen sharing, but i seems that by turning this setting off and on I would have accomplished that, but still doesn't work.

I've removed (completely) Citrix and diconected it from the Open Directory server it was using. It is now the same (as far as possible, e.g. macOS 10.14.2 running on both) as the Mac mini 2018 on another location that I can control.

I still can only observe but not control the MBP 2018.

I had hopes this might finally be the solution, but alas, no luck. I did have an old ARD configuration in there, so it looked hopeful, but even after deleting, rebooting in safe mode, disabling and re-enabling remote control, still the exact same problem-- my remote connects, but I can only observe the screen, no control. Also, no joy with the recent update to 10.14.3

that is, nothing virus / security related. obviously ther is a bunch of other third party software; removing all that is not practicable

I cannot find anything name "vnc" or "vncagent" where are they? I did a search, including system files and invisible files...
